The Texas Health and Human Services Commission is soliciting as-needed maintenance, inspection, repair, replacement, and testing of building and door windows at the San Angelo State Supported Living Center. Covered materials include flat, plexiglass, spandrel, laminated, polycarbonate, security, wire mesh, insulated, and Thermopane glass. The contractor must furnish labor, tools, transportation, equipment, materials, and supplies; respond to routine service calls within four hours and emergency requests within one hour; complete repairs and replacements within five business days unless designated an emergency; provide temporary window sealing when repairs cannot be completed within 24 hours; and provide itemized estimates before work, except during emergencies. Bidders must demonstrate at least five years of relevant experience, provide three verifiable similar references from the past three years, and submit pricing for regular-hours, after-hours, and holiday services plus a parts-and-materials markup not exceeding 20 percent. The contract has an initial term from September 1, 2026, through August 31, 2027, with a possible one-year extension. Required response materials include the signed HHS Solicitation Affirmations, completed pricing sheet, bidder reference and qualifications form, and applicable addenda acknowledgment, Public Information Act copy, and Texas Identification Number form. Insurance requirements include workers' compensation, commercial general liability, automobile liability, professional liability, and umbrella liability coverage.
