Description
The City of Edinburg is soliciting proposals for comprehensive mail services supporting the Utility Billing Water Department and City Secretary's Department. The selected vendor must receive, process, sort, meter, and prepare First Class, Standard, Flat, Certified, and bulk mail; provide postage, pickup, delivery, postal documentation, postage reports, receipts, itemized billing, and USPS-approved electronic presorting; and maintain secure handling of confidential or sensitive mail. The vendor must provide personnel, equipment, supplies, and resources; process specified mail on the same business day when possible; maintain a permanent business location in the Rio Grande Valley with its primary service location in Edinburg, Hidalgo County, Texas, or within 25 miles of Edinburg City Hall; and perform the work without subcontracting. Proposals must include qualifications and experience, service approach, turnaround times, pickup and delivery procedures, pricing, references, and service limitations. Estimated pricing quantities include 90,000 First Class letters, 9,000 Standard letters, 15,000 First Class flats, 2,000 Standard flats, 1,000 Certified Mail pieces, and 350,000 bulk-mail pieces.
