Description
Gwinnett County is soliciting proposals for a comprehensive purchasing-card program serving approximately 783 active cards and all County departments. The selected service provider will provide program design and implementation, card issuance and administration, spending controls, billing and settlement, training, customer support, fraud and misuse protection, reporting, utilization monitoring, and a custom County card design. The program must include the County’s ePayables virtual-card program and support line-of-credit funding, monthly automatic debit, supplier enrollment and enablement, remittance delivery, and payment authorization controls. The solution must integrate with Oracle Fusion and support secure file transmission, transaction reconciliation, Level III data, online access to at least five years of transactions, reporting and data exports, and implementation of all active accounts and cardholders by January 1, 2027. The proposal must include technical and implementation narratives, company and financial information, references, a separate fee schedule offering rebate percentages for monthly payment terms, and the required County forms and affidavits. Electronic-only submissions are not accepted; the County requires sealed paper submissions with a technical flash drive and a separately sealed fee proposal.
