Description

New Mexico Institute of Mining and Technology is soliciting proposals from banks or commercial credit card vendors to establish a commercial card program covering purchasing cards for low-dollar goods and services, travel cards, and fleet cards for fuel and vehicle maintenance. The program must support configurable transaction and spending controls, merchant-category restrictions, card issuance governance, administrative portal management, approval workflows, statements, receipt capture, reconciliation, transaction disputes, bulk receipt downloads, training, and 24/7 customer support. Proposals must include a competitive rebate based on net expenditure volume and address the requested implementation and service approach. The selected vendor must support integration with Ellucian Banner, including secure transaction feeds, SFTP and REST APIs or equivalent connections, Banner-compatible formats, FOAPAL mapping, and transitions between on-premises and SaaS environments. Vendors must maintain PCI DSS Level 1 Service Provider compliance and annual SOC 2 Type II audits, and must submit current security and accessibility documentation, including an Attestation of Compliance, SOC 2 Type II report, and VPAT 2.4 or higher. The contract term is four years with an option to negotiate renewal. A 30-minute Zoom presentation is required as part of the evaluation.
