Elbert County Board of Commissioners is seeking a turnkey payment card processing and hardware solution consisting of four card readers for three county locations: two stationary wired countertop terminals and two mobile wireless terminals with dedicated charging docks. The selected vendor must provide equipment procurement, provisioning, software, merchant integration, physical low-voltage wiring, site surveys, system testing, and secure routing of payments to three corporate bank accounts. The solution must include PCI-validated point-to-point encryption, cloud-managed tokenization, EMV, magnetic-stripe, and contactless payment support, automated software and security updates, transaction reporting and reconciliation through a secure web portal, role-based access controls, exportable reports, and a unified dashboard. The vendor must also provide at least a one-year hardware warranty, expedited replacement of failed devices, and technical support during standard retail operating hours. Proposals must include company qualifications, proof of business licensing and PCI compliance, low-voltage wiring capabilities, hardware data sheets, warranty and replacement details, a deployment plan, and itemized pricing.
