Description
Gwinnett County is soliciting proposals for a comprehensive purchasing card program and integrated ePayables solution. The selected provider must support program design and implementation, custom card issuance, account administration, billing and payment services, vendor enrollment, cardholder controls, fraud and misuse protection, customer support, training, and ongoing monitoring and reporting. The ePayables component must include virtual payment cards, payment authorization, remittance advice, supplier enablement, and secure transaction processing. The solution must provide web-based purchasing card management, transaction visibility and exports, reconciliation, reporting, secure file transmission, and integration capabilities with Oracle Fusion. Proposers must address implementation for approximately 783 active cards, transition and initial issuance, Level III transaction data, staffing, references, and rebate percentages for bills paid within 7 or 25 days. The fee schedule is submitted separately from the technical proposal, and the proposal package includes specified county forms, references, affidavits, an ethics form, and insurance compliance requirements.
