Description
The Town of Riverdale Park is soliciting proposals from qualified companies authorized to operate in Maryland to collect delinquent municipal receivables. The scope may include automated enforcement citations, parking violations, code enforcement fines and penalties, business license fees, returned checks, tax balances, false-alarm fines, permit and rental-license fees, property-maintenance liens, special assessments, recreation-program fees, and other delinquent amounts identified by the Town. The contractor must use lawful collection methods; securely process and remit payments; maintain accurate account records; provide regular account-level reports; support audits; and comply with applicable federal, Maryland, and local laws. The contractor must also maintain specified information-security controls, PCI-DSS compliance for payment processing, and cybersecurity protections. The initial term is one year with two possible one-year extensions, and services must begin December 1, 2026. Proposals must include the required forms, fee schedules, account-placement recommendations, references, affidavits, and other submission materials identified in the solicitation.
