Description

The Air Force Services Center is seeking a commercially available, multi-browser-accessible commercial purchase card solution supporting worldwide Nonappropriated Fund Instrumentality operations. The solution must provide secure electronic access, account and cardholder management, configurable hierarchies and controls, online statements and payments, transaction reconciliation and disputes, accounting and financial-management-system integration, data downloads, audit capabilities, analytics, and standard and customized reporting. The contractor must issue chip-enabled cards, support card design and delivery, provide dedicated program-management and customer-service personnel, training, fraud and misuse assistance, rebates and incentives, and transition support. The system must support up to 5,000 simultaneous users, maintain required transaction records, operate continuously, comply with applicable PCI DSS, NIST, Department of Defense, and Section 508 requirements, and protect government data in U.S.-located facilities. Offerors must be FDIC-insured credit-card-issuing commercial financial institutions with at least $1.5 billion in assets, $100 million in capital, and at least five years of experience serving 20 or more organizations with comparable purchase-card programs. The contract includes a three-year base period and seven one-year options, not to exceed ten years.
