Description
The City of Willcox is seeking an attorney or law firm to serve as City Attorney and provide as-needed general municipal legal services to the City Manager, City Council, and city departments. The scope includes drafting and reviewing ordinances, resolutions, contracts, policies, agreements, and other municipal documents; providing legal opinions and advice; reviewing actions for legal compliance; advising on open-meeting, public-records, procurement, elections, conflicts-of-interest, real-property, utilities, planning, zoning, and development matters; assisting with enforcement actions, claims, disputes, negotiations, and proceedings; coordinating with specialized counsel; and providing online prosecution services for code-enforcement issues. The City anticipates variable demand, historically ranging from zero to approximately 10 hours per week, with no guaranteed minimum. Proposals must identify the proposed legal team, qualifications, municipal and public-sector experience, roles, hourly rates or alternative fee structures, reimbursable expenses, billing increments, availability, response times, and any reduced-rate or no-charge services. The proposal must also address references, conflicts of interest, past performance, and the firm's fee structure. The sample contract provides for an initial three-year term with a possible additional two-year renewal by mutual agreement and requires professional liability, automobile liability, workers' compensation, employers' liability, and general liability coverage as specified.
