Description
Cochise County is soliciting a contractor for federally funded HOME housing rehabilitation at 7518 Central Avenue, McNeal, Arizona. The work includes replacing the asphalt-shingle roof and decking as needed; roof ventilation and exterior repairs; upgrading the electrical panel to 200 amps; installing conduit, GFCI protection, smoke and carbon monoxide detectors, and an Energy Star heat pump; bathroom plumbing and wall repairs; installation of two sliding windows; kitchen stove, dishwasher-drain, and sink-drain work; water-heater disconnect installation; and extension of the bathroom vent. The contractor must also test for and remediate mold if present, complete weatherization and energy-efficiency measures identified by an energy audit, obtain permits and inspections, perform finish work and painting, and remove construction debris. Bidders must be licensed and in good standing with the Arizona Registrar of Contractors and registered and verified in SAM.gov. The proposal evaluation assigns 50% to price, 20% to capacity, 20% to similar past projects, and 10% to days to completion. The bid documents state that the work is to be completed within 180 calendar days after contract time commences; the sample contract separately states 90 days after the Notice to Proceed.
