NOTICE OF REQUEST FOR QUALIFICATIONS-27-06-BOS-01 DESIGN-BUILD ENTITY FOR THE COCHISE COUNTY NEW JAIL PROJECT ON BEHALF OF THE BOARD OF SUPERVISORS DEPARTMENT RESPONSE DUE DATE: THURSDAY, NOVEMBER 12, 2026 BY 4:00 P.M., LOCAL TIME Notice is hereby given that Cochise County is hereby issuing this Request for Qualifications (RFQ) and will be accepting statement of qualifications for Design-Build Entity for the Cochise County New Jail Project, on behalf of the Board of Supervisors Department. The submittals will be publicly opened and read in the Procurement Department conference room located at 1415 Melody Lane, Building C, Bisbee AZ 85603 at the time specified as the response due date. Any submittal received after the date and time specified above will be considered unresponsive and may not be included within the competitive pooling of responsive and responsible vendor submissions. Sealed submittals are to be submitted on the website outlined below. Submittals must be uploaded prior to the specified time. Copies of the solicitation are available on the Cochise County Procurement Department E-Procurement web site at https://cochise.bonfirehub.com. Interested vendors are required to register prior to viewing or submitting proposals. Registration can be accomplished by clicking the “LOGIN” tab and clicking the “VENDOR REGISTRATION” link. Description

Cochise County is seeking a design-build entity team consisting of a general contractor, architect of record, and engineers to provide design, preconstruction, construction, commissioning, and closeout services for a new jail facility. The facility is planned for approximately 400 beds, with infrastructure for expansion to approximately 600 beds, and is expected to include detention housing, intake and booking, medical and behavioral health services, administration, security electronics, visitation, food service, recreation, court-related spaces, and supporting infrastructure. The project must address applicable detention, accessibility, health, safety, security, and correctional standards, including ACA, AJA, NIJO, PREA, ADA, and NCCHC requirements. The qualifications submission must demonstrate relevant design-build and adult detention experience, including at least four comparable projects completed within the past 10 years, project-team availability, project understanding and approach, risk, quality and safety methods, subcontractor selection planning, and applicable Arizona licensing. The SOQ may not include pricing information and is limited to 40 pages of written material, excluding specified front matter and resumes. The County anticipates selecting three finalists for a subsequent RFP phase; the final project budget and pricing requirements will be established in that later phase. Approximately $130 million has been secured for the project, with preliminary planning estimates of $90 million to $100 million allocated to construction, subject to refinement.
