RFP 2027 PW 004 Kings Hwy General Notice ADVERTISEMENT FOR BIDS CITY OF DOUGLAS DOUGLAS, ARIZONA WEST DOUGLAS UTILITIES EXPANSION - KINGS HIGHWAY City of Douglas (City) is requesting Bids for the construction of the following Project: West Douglas Utilities Expansion - Kings Highway 181301800 RFP 2027-PW-004 Bids for the construction of the Project will be received at the City Clerk's Office located at 425 E 10th St, Douglas, AZ 85607, until Tuesday, October 27, 2026 at 11:00 AM local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: THIS PROJECT INCLUDES THE UNDERGROUND INSTALLATION OF APPROXIMATELY 2700 FT OF SANITARY SEWER TO SUPPORT EXISTING BORDER PATROL FACILITY AND THE PROPOSED COMMERCIAL PORT OF ENTRY LOCATED APPROXIMATELY THREE MILES WEST OF DOUGLAS, ARIZONA. THE SANITARY SEWER SYSTEM, CONSTRUCTED WITH 12" PVC SDR-35 PIPING, ORIGINATES AT THE INTERSECTION OF STATE ROUTE 80 AND KINGS HIGHWAY, RUNS SOUTHWARD, AND TERMINATES AT THE SOUTHERN PROPERTY LINE OF THE EXISTING UNITED STATES BORDER PATROL FACILITY. ALTERNATE 1 INCLUDES AN OPEN-CUT CROSSING OF STATE ROUTE 80 AT THE JAMES RANCH ROAD ALIGNMENT AND INSTALLATION OF A 16" DUCTILE IRON PIPE (DIP) WATERLINE CONNECTING THE EXISTING UTILITIES NORTH OF STATE ROUTE 80 TO THE PROPOSED UTILITIES SOUTH OF STATE ROUTE 80. ALTERNATE 2 INCLUDES A TRENCHLESS CROSSING OF STATE ROUTE 80 AT THE JAMES RANCH ROAD ALIGNMENT AND INSTALLATION OF A 16" DUCTILE IRON PIPE (DIP) WATERLINE CONNECTING THE EXISTING UTILITIES NORTH OF STATE ROUTE 80 TO THE PROPOSED UTILITIES SOUTH OF STATE ROUTE 80. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Description
The City of Douglas is soliciting bids for construction of the West Douglas Utilities Expansion along Kings Highway. The base bid includes approximately 2,700 feet of underground 12-inch PVC SDR-35 sanitary sewer from State Route 80 and Kings Highway to the southern property line of the existing United States Border Patrol facility, including manholes, pavement restoration, traffic control, utility coordination, testing, and CCTV inspection. Two additive waterline alternates are included at the James Ranch Road alignment: Alternate 1 provides an open-cut crossing of State Route 80 with approximately 207 feet of 16-inch ductile iron pipe and a 30-inch steel casing, while Alternate 2 provides a trenchless crossing with approximately 155 feet of 16-inch ductile iron pipe. The contract is a single-prime, lump-sum and unit-price construction contract with an expected duration of 150 working days. Bidders must demonstrate relevant experience, submit qualification information, and comply with federal funding requirements, including Davis-Bacon labor standards and Build America, Buy America provisions.
