Description
The Great Lakes St. Lawrence Seaway Development Corporation is soliciting a firm-fixed-price construction contract for winter concrete rehabilitation at Eisenhower Lock. The work includes demolition of deteriorated concrete, surface preparation, installation of welded wire mesh and epoxy-coated reinforcing steel, and dry-method shotcrete placement in the northside and southside filling and emptying culverts. The contractor must provide labor, equipment, materials, temporary access, heating, utilities, water management, disposal, and environmental protection. Shotcrete must comply with the stated ACI and ASTM requirements, including use of a prepackaged single-component dry mix, a maximum water-cement ratio of 0.40, minimum 5,000-psi 28-day compressive strength, and required testing. At least two qualified nozzlemen with ACI 660 certification are required. The technical response must include a preliminary project schedule and worksite layout plan, and the past-performance response must include two to three similar contracts completed within the last five years. Work is expected to occur during the winter lock shutdown, with work inside the lock completed by March 8, 2027, and demobilization completed by March 15, 2027.
