Description
San Mateo County Technology Services Department is seeking one contractor to complete a countywide transition from the existing smcgov.org and other public domains to .gov domains. The work includes discovery and assessment of more than 100 public domains and subdomains; DNS, certificates, websites, redirects, SEO, email, Exchange Online, Active Directory, Microsoft Entra ID, Okta, SSO, APIs, SaaS platforms, and departmental applications; and identification of owners, dependencies, risks, and migration sequencing. The contractor must develop the transition strategy, governance policy, communications and change-management plans, testing and acceptance criteria, cutover and rollback procedures, and project-management reports. Implementation includes email and DNS changes, website and application remediation, identity and authentication updates, testing, validation, training, runbooks, documentation, and public communications. The scope requires Day 1 and Day 7 cutover reporting and at least 120 days of post-transition stabilization and monitoring. The proposer must be solely responsible for the solution and may not use subcontractors to perform the services.
