Description
The City of Bethlehem is seeking a qualified consulting firm to refine an existing concept plan and provide professional design and engineering services for a new ADA-compliant community center. The scope includes final architectural and engineering design; grading, drainage, landscaping, utilities, signage, and site amenities; construction drawings and technical specifications; cost estimating; bid forms; permitting; project management; and coordination with the City, Bethlehem YMCA, future operator, and relevant agencies. The planned facility includes multipurpose rooms, offices, classrooms, a gymnasium and locker rooms, a communal kitchen, youth spaces, outdoor recreation, a community garden, and popup parking. The consultant must support the bidding process, attend a pre-bid meeting, respond to bidder questions, provide at least 40 hours of construction-term support, prepare final as-built drawings, attend at least three project development meetings, and assist with at least three community outreach events. Public-facing materials may require English-to-Spanish translation. Proposals must include qualifications and experience, project staff and subcontractor information, approach and scope, a detailed schedule, and a task-by-task fee and level-of-effort proposal. The City has dedicated $2 million to the project and expects the design phase to begin upon contract execution.
