Description
Maricopa County is soliciting a qualified financial advisory firm to provide as-needed and ongoing municipal finance services. The scope includes evaluating financing alternatives; advising on debt affordability, capacity, timing, structure, and market conditions; supporting general obligation bonds, revenue bonds, certificates of participation, lease-purchase financings, bank loans, private placements, commercial paper, refundings, and other authorized financing mechanisms; and coordinating debt issuance, pricing, closing, and related financing professionals. The contractor will also support board and executive presentations, continuing disclosure and post-issuance compliance, debt portfolio monitoring, refinancing and refunding analyses, capital and debt planning, credit and rating agency activities, and financial modeling. Respondents must demonstrate substantial governmental municipal advisory experience, including at least 10 years of relevant experience, comparable transaction experience within the past five years, Arizona governmental experience, and required municipal advisor registrations and personnel qualifications. The proposal is limited to 50 pages using 10-point font and must include the requested methodology, qualifications, exceptions, vendor information, agreement page, references, pricing sheet, and any applicable sole proprietor waiver.
