The U.S. Department of the Treasury, Office of Technical Assistance (OTA), is recruiting individuals for personal services contracts to serve as technical advisors in the Budget and Financial Accountability (BFA) program. Advisors will work with counterpart governments in developing and transitional countries to strengthen public financial management systems, focusing on budget formulation, budget execution, treasury management, accounting, reporting, and internal audit. Responsibilities include providing technical advice, designing reforms, facilitating institutional change, building capacity through training and mentoring, and developing analytical tools. Required qualifications include a bachelor's degree in a related field, at least five years of senior-level experience in government financial management, and demonstrated expertise in one or more of the specified areas. Preferred qualifications include proficiency in Spanish or French, prior international experience, and professional certifications such as CPA or CIA. The position requires a Secret security clearance and U.S. citizenship.
