Decide DeKalb is establishing a qualified bench of up to eight program managers to administer the BrighterHome Owner-Occupied Rehabilitation Program throughout DeKalb County and the Small Business Property Improvement Grant Program within five designated tax allocation districts. Services include applicant intake and eligibility verification, inspections and repair prioritization, preparation and review of scopes and budgets, contractor selection and management, construction oversight, quality control, payment requisitions, records management, reporting, and application-software administration. Program managers may support residential rehabilitation, commercial renovations, or both, but may not serve as the general contractor or facilitate rehabilitation work themselves. The clarification responses state that Decide DeKalb will provide the application and management software, while respondents may identify preferred software. The selected program managers must propose pools of licensed and qualified general contractors and technical advisors with supporting licenses or certifications, solicit at least three bids from their approved contractor pool, and recommend the winning bid. Lead-based paint certification or risk assessment is required for homes built before 1978, and temporary relocation, hazardous-materials remediation, closing coordination, and reimbursable project costs may fall within the program budget. The total BrighterHome fund allocation is $10,000,000, with an initial $2,250,000 allocation for the first six months; the maximum expenditure per project is $30,000, including the program manager fee, hard and soft costs, and closing costs. The program manager fee is 20% of construction costs and labor, subject to a $1,000 minimum and a maximum of the lesser of $5,000 or 20% of total construction costs and labor. Responses must demonstrate relevant rehabilitation and construction-management experience, contractor procurement capabilities, licensing and permitting familiarity, financial strength, staffing and resources, and the ability to manage community and public-sector programs. The response package is limited to 20 pages, excluding financial statements, and must include the specified narrative components, audited financial statements, E-Verify and SAVE affidavits, certification statement, proof of required insurance, and the proposed contractor pool. The anticipated project timeline is November 2026 through December 2028, with a potential extension.
