Description
Fulton County’s Department of Senior Services is seeking a qualified contractor to coordinate alternative transportation for eligible ambulatory seniors aged 60 and above. The program provides up to ten one-way trips per month per approved participant, with a $1.00 participant cost share. The selected contractor may use a broker model, direct transportation network company platform, phone-dispatch concierge, assisted-ride provider, managed transportation platform, or hybrid approach, but must establish and manage partnerships with transportation network companies such as Uber, Lyft, or comparable providers. The contractor must operate a real-time dispatch and reservation system supporting mobile, web, and reservationist-assisted scheduling; vehicle tracking; estimated arrival times; trip-status notifications; mileage and trip-limit enforcement; secure payment processing; cost-share reconciliation; dashboards; analytics; incident and complaint tracking; and exportable, audit-ready data. A staffed reservation center must operate Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding County-recognized holidays. The proposal must include a technical approach, staffing and key-personnel qualifications, resumes and references, relevant project experience, availability, cost proposal, required purchasing and compliance forms, and supporting documentation for any claimed local or service-disabled-veteran preference.
