The Rhode Island Department of Corrections is soliciting proposals from hospitals, healthcare organizations, physician practices, and other qualified vendors to provide supplemental on-site primary care for approximately 2,500 incarcerated individuals across six facilities at the Pastore Complex. The selected vendor will provide approximately 80 hours per week of routine and urgent primary care, including intake and follow-up visits, sick calls, chronic disease management, preventive care and screenings, medication management, diagnostic ordering and interpretation, care coordination, multidisciplinary reviews, and possible on-call coverage. Services must integrate with existing RIDOC healthcare operations and comply with applicable laws, RIDOC policies, and ACA and NCCHC standards. The vendor must provide appropriately licensed Rhode Island providers, MD/DO clinical supervision and administrative oversight averaging five hours per month, staffing flexibility, scheduling, correctional-healthcare training, and continuity-of-care coverage. The vendor is responsible for medical malpractice insurance for assigned physicians, nurse practitioners, and physician assistants, and its personnel must complete required correctional-facility orientation and PREA training. The submission requires a technical proposal limited to 10 pages, a completed Exhibit A cost proposal, a Supplemental Bidder Attestation Form, and applicable MBE/WBE/Disability Business Enterprise participation forms.
