Description
The County of Orange is soliciting proposals for comprehensive forensic pathology and autopsy services supporting death investigations. The scope includes complete and external postmortem examinations; collection and preservation of physical, trace, toxicological, and tissue evidence; review of medical and investigative records; photographic documentation; determination of cause and manner of death; and preparation of autopsy, microscopic, and forensic pathology reports. The contractor must provide appropriately licensed and board-certified forensic pathologists, maintain required California licensure and qualifications, perform autopsies within 72 hours of notification, provide 24/7 telephone consultation, support special autopsies and death-scene response, testify as an expert witness, and provide or coordinate histology laboratory services meeting applicable professional standards and chain-of-custody requirements. The solicitation requires a 20-page maximum for Part 3 responses and requests company qualifications, at least five comparable references including three public-sector references from the past five years, staffing information, compliance statements, and specified certifications and declarations.
