Description
The City of East Palo Alto is seeking one or more organizations to serve as a Master Contractor, Program Evaluator, or both for its Measure HH Workforce Development Program. The Master Contractor will build employer, training-provider, union, community, and industry partnerships; coordinate employer engagement, internships, apprenticeships, job fairs, scholarships, fellowships, and work-based learning; support participant and alumni engagement; assist with fundraising and outside funding; and potentially oversee quarterly reporting and process invoices and payments. The Program Evaluator will develop standardized data-collection and reporting systems, data-sharing and privacy protocols, performance metrics, longitudinal tracking, evaluation plans, interviews, focus groups, surveys, site visits, outcome analyses, annual findings, and interim and final reports. The work focuses on STEM and building trades training and employment outcomes for East Palo Alto residents. The City anticipates awarding one or two contracts for up to six years, with one or two possible one-year extensions, subject to City Council approval, funding, need, and performance. The RFP requires a concise proposal with a cover letter, knowledge and experience, proposed approach and services, team information, budget and cost structure, relevant work examples, at least three client references from the past five years, and a conflict-of-interest statement. The proposal must include a not-to-exceed total cost, hourly rates, major-task pricing, and an appendix budget in Excel or CSV format.
