Description
The Office of Hawaiian Affairs seeks a contractor to serve as a workforce development intermediary and manage a multi-phase initiative to develop, implement, and evaluate one pilot culturally grounded Career and Technical Education pathway. The work will integrate Native Hawaiian cultural knowledge and practices with CTE programs serving Hawaiʻi Department of Education and Hawaiian-focused charter school students, while coordinating schools, educators, cultural practitioners, community organizations, employers, workforce partners, and postsecondary institutions. Key deliverables include stakeholder and working-group coordination; a project work plan and regional partnership and asset map; culturally grounded curricula; a cultural-practitioner certification framework; community-based learning agreements; training for at least ten educators; pilot implementation and monitoring; and an evaluation and final report. The contractor must have at least five years of relevant Hawaiʻi experience, an office on Oʻahu, and demonstrated relationships in the targeted Windward Oʻahu complex area. The initial contract term is twelve months, with extensions potentially reaching sixty months total. No performance or payment bond is required.
