Description
The Iowa Department of Transportation is soliciting qualification-based proposals for Construction Manager at Risk services for a new Alton maintenance complex. The project includes a 21,500-square-foot maintenance garage, a 5,300-square-foot metal-skinned wood-pole salt storage structure with an exterior brine tank enclosure, and a 7,200-square-foot metal-skinned wood-pole cold storage building, along with site grading, utilities, paving, drainage, detention facilities, demolition, and related electrical, plumbing, HVAC, fire protection, communications, and structural work. The selected Construction Manager will provide preconstruction and construction-phase services, including constructability reviews, value engineering, cost estimating, scheduling, risk management, GMP and Guaranteed Delivery Date development, subcontractor prequalification and bidding, procurement coordination, on-site project management, quality assurance, cost control, change-order administration, and construction management through occupancy and final acceptance. The estimated construction value is $10,500,000 to $11,500,000. The response is qualification-based; the proposer must submit a technical proposal and indicate an NTE lump-sum preconstruction compensation amount and a construction-phase fee percentage. The project is expected to begin construction in September 2027, reach substantial completion in December 2028, and achieve owner occupancy in April 2029.
