Description
The Department of Veterans Affairs requires a single-award, firm-fixed-price IDIQ contract for recurring fire alarm and fire sprinkler inspection and testing services. Work includes annual, semiannual, quarterly, and five-year inspections across the Sioux Falls VA Health Care System campus and the Wagner Community-Based Outpatient Clinic, including testing of detectors, pull stations, alarm panels, batteries, sprinkler switches, pre-action systems, drains, fire pumps, standpipes, fire department connections, elevators, doors, and related equipment. The contractor must also provide repair parts and labor when inspection findings require replacement or repair. The contractor must furnish labor, supervision, materials, equipment, travel, lodging, safety planning, qualified personnel, and required certifications. Prime personnel must have NICET Level IV, NFPA 72, and NFPA 80 qualifications; subcontractor personnel must have NICET Level II and NFPA 25 qualifications. Personnel performing inspections must have at least two years of relevant experience. Required deliverables include daily findings, example reports with the offer, comprehensive and individual Joint Commission environment-of-care reports in Word and PDF or Excel formats, deficiency documentation with applicable NFPA and Joint Commission references, and final reports within 14 calendar days of completing the work. The contract has a guaranteed minimum of $30,000 and a maximum value of $558,218.74 over the contract lifetime. The amendment clarifies inspection frequencies, device quantities, access and parking procedures, repair responsibilities, and subcontracting compliance, and incorporates FAR 52.222-43 for price adjustments.
