Description
The City of St. Louis Department of Health seeks proposals for a Doula Care Services Program supporting birthing mothers from pregnancy through one year postpartum. Services include 24/7 birth on-call coverage, prenatal and postpartum visits, birth planning, health screenings, mental and emotional health support, lactation and bonding support, community-resource navigation, closed-loop social-service referrals, and assistance accessing recommended obstetric or midwife appointments. Doulas must be certified through a training organization approved by Missouri HealthNet for reimbursement, and the selected organization must demonstrate at least two years of relevant experience and established community and health-service partnerships. The program must serve at least 50 City of St. Louis and/or Promise Zone clients, maintain a client-to-doula ratio no greater than 10:1, reserve 15% of service capacity for uninsured clients or clients whose insurance does not cover doula care, and complete specified Edinburgh Postnatal Depression Scale and 5Ps screenings, action plans, therapy referrals, and outcome reporting. The estimated initial project period runs from November 9, 2026, through October 31, 2027, with four potential one-year renewals, subject to funding. Total funding for all projects during the initial period is up to $800,000, with reimbursement-based compensation. Proposals must include a cover sheet, transmittal letter, organizational qualifications, program narrative, project-team information and resumes, implementation plan, detailed budget, nonprofit-status proof, business-license or waiver documentation, and the Living Wage Acknowledgment and Acceptance Declaration.
