Description
The Department of Veterans Affairs is soliciting a virtual employee whole-health and wellness platform for the VA St. Louis Healthcare System. The platform must be accessible 24/7 through web and mobile applications for employees across medical centers, annexes, Community Based Outpatient Clinics, telework locations, and all shifts. Required programming includes fitness, nutrition, sleep, stress management, mindfulness, financial and occupational well-being, social and workplace culture, personal development, spiritual wellness, ergonomics, safety, chronic disease support, resilience training, and multiple learning formats. The solution must include a self-guided digital health hub, health-risk assessments, habit and activity tracking, integrations with personal activity trackers, gamification, goal setting, AI-supported search and recommendations, predictive analytics, customizable challenges and leaderboards, newsfeeds, branding, communications materials, webinars and virtual events, launch and enrollment support, technical assistance, and a dedicated customer success manager. The contractor must provide platform setup, user-access maintenance, accessibility monitoring, monthly utilization reports, quarterly planning meetings, aggregate-only workforce impact analytics, and ongoing maintenance and support. The amendment confirms that the estimated pricing basis is approximately 875 monthly active users, or approximately 1,800 eligible employees for a flat-rate model; the platform must be operational at the start of performance, with a launch party and onsite enrollment fair by November 16, 2026. The response may use either flat firm-fixed monthly pricing or a cost-per-engaged-user model, and the amendment extends the offer deadline to September 15, 2026, at 11:00 a.m. CDT.
