Description
The City of Salem seeks a qualified firm to provide a comprehensive drug and alcohol testing program for CDL employees subject to DOT/FMCSA requirements under 49 CFR Parts 40 and 382, including applicable FMCSA Drug and Alcohol Clearinghouse requirements, and for non-DOT City employees, including safety-sensitive and public safety personnel. Required services include pre-employment, random, reasonable-suspicion, post-accident, return-to-duty, and follow-up testing as applicable; random-pool administration; collection services; laboratory analysis; Medical Review Officer services; reporting; recordkeeping; compliance support; policy guidance; training; data security; and timely response for emergency testing. The contractor must provide separate DOT and non-DOT testing processes and pools, use an HHS-certified laboratory for DOT drug testing, describe collection-site and mobile-testing capabilities, provide itemized unit pricing for all services and optional Clearinghouse support, and include company qualifications, project personnel, methodology, implementation schedule, references, and certifications. The City anticipates an initial one-year contract with four additional one-year renewal options and guarantees no minimum testing volume. Addenda 1, 2, and 3 are part of the current solicitation; Addendum 3 does not change the September 18, 2026, 3:00 p.m. submission deadline.
