Description
Texas Tech University (TTU) is soliciting proposals for comprehensive accessibility solutions, including video and audio transcription, captioning, and description services. These services are intended to augment TTU's existing online accessibility plan, which utilizes platforms like Canvas, Panorama, Silktide, and MediaSite. The selected vendor(s) will be responsible for providing these solutions for various content types, such as captured lectures, online instructional videos, locally developed content, third-party content, live presentations, social media content, marketing materials, and special event videos. TTU aims to establish a long-term engagement with a vendor that can offer affordable and dependable services, supporting non-native English speakers, technical jargon, multiple speakers, and diverse content areas. The university requires solutions that can handle both regular monthly business needs and urgent projects with short turnaround times. Proposals should detail the methods used (AI, human transcriptionists, or hybrid solutions), specific features like closed/open captioning, transcript delivery formats, video descriptors, audio description processing, file editing capabilities, file storage, foreign language support, and integration with various video hosts. Additionally, vendors must provide a Voluntary Product Accessibility Template (VPAT) demonstrating compliance with WCAG 2.1 Level AA standards and detail their training and support services. The proposed cloud-based solution must reside in secure data centers and comply with TX-RAMP certification requirements. Pricing should be detailed and transparent, reflecting different costs based on timing, delivery, and solution type, with the potential for bulk discounts.
