Description

Ector County is soliciting proposals for comprehensive inmate communication, commissary, and mail services, which will include the implementation of tablet solutions. The scope of work encompasses inmate telephone services with monitoring and recording capabilities, secure inmate tablets, video visitation, electronic messaging, mail processing, and data retention tools. The selected vendor will be responsible for the complete lifecycle of the solution, including installation, implementation, operation, maintenance, and ongoing technical support for all provided equipment and software. The county is transitioning to a more integrated service model due to existing contracts with varying expiration dates. The implementation will occur in phases to ensure continuity of services and minimal disruption to facility operations. The proposed solution must integrate with the county's existing Jail Management System (JMS) and commissary systems. Key requirements include robust system capabilities, compliance with all applicable federal, state, and local laws and regulations (including FCC regulations, CJIS Security Policy, and Texas Commission on Jail Standards), and a strong emphasis on data security and management. Proposals must include a detailed pricing schedule, a transition methodology, an implementation plan, and demonstrate adherence to strict Service Level Agreements (SLAs) for system availability, incident response, call performance, commissary operations, mail processing, data access, security, and customer support. The county reserves the right to award the contract based on the best overall value, considering technical approach, experience, pricing, and other evaluation criteria.
