Description
Salt Lake County seeks printing and mailing services for statutorily required notices, including its annual Notice of Property Valuation and Tax Changes. The estimated annual volume is 340,000–380,000 notices, with no guaranteed minimum or maximum quantity. The contractor must print two-sided notices, provide printed window envelopes, prepare and mail the notices from a USPS-approved distribution center, and cover data manipulation and formatting for personalized notices. The County provides mailing data no later than five business days before the mailing date, and notices must be mailed for delivery by July 22 each year, subject to a possible extension by the Utah State Tax Commission. The County pays postage. The scope also includes presorting mail to obtain available postal discounts, configuring Intelligent Mail barcodes, providing proofs for approval, supplying electronic copies sorted by parcel number, and making minor programming changes. Optional inserts may also be priced. Bidders must provide two written references from current customers for similar work. The contract has a five-year term, with the County able to opt out after the first two years; pricing is bid per 10,000 mailings, with an approximate annual spend of $250,000 stated for information only.
