Description
This Sources Sought/RFI seeks capabilities statements and market-intelligence feedback from commercial construction firms, design-builders, and Non-Traditional Defense Contractors regarding a potential Other Transaction Agreement project for a new 95,529-square-foot low-observable corrosion-control hangar and radio-frequency facility supporting the B-21 weapons system. The project may use Progressive Design-Build, Design-Build to Budget, or Construction Management at Risk delivery. Phase 1 would focus on qualifications, design, and preconstruction services; later construction would be subject to further negotiation, including a potential Guaranteed Maximum Price or construction-cost limit. The facility is expected to include secure spaces, cybersecurity measures, RF shielding, fire protection, climate control, backup power, powered hangar doors, new utilities, site preparation, demolition, utility rerouting, roadway and parking improvements, a metal storage building, a fenced staging area, and a concrete fuel-tank storage pad. The Government is seeking feedback on modular and off-site prefabrication, large-scale 3D printing, self-healing concrete, high-performance insulation, project risks, cost realism, supply-chain constraints, labor availability, sustainability, incentives, and the suitability of an OTA versus a traditional FAR-based acquisition. The target construction estimate is $280 million to $300 million, excluding Government-furnished equipment, and the projected construction period is 1,217 calendar days from notice to proceed.
