Description

The Federal Emergency Management Agency, Region 6, is soliciting a firm-fixed-price contractor for construction, repair, and alteration work at its Federal Regional Center. The project includes removal and replacement of approximately 3,000 square feet of roof membrane and insulation; new insulation, roofing materials, and cast-iron drains; removal and replacement of rooftop HVAC units; ductwork, dampers, breakers, disconnects, and electrical connections; integration with the existing Metasys controls system; testing and balancing; refrigerant recovery; disposal and recycling; cleanup; and closeout documentation. Roofing must use PVC, TPO, or EPDM membrane with a minimum 25-year materials warranty, and HVAC units must have a SEER rating of at least 18. The contractor must provide design services certified by a licensed professional engineer, a performance work statement, project schedule with Gantt chart, quality assurance plan, safety and environmental controls, qualified on-site supervision, and as-built drawings, manuals, warranties, and preventive-maintenance documentation. The solicitation uses a best-value tradeoff evaluation, with technical approach, geographic performance capability, staffing and management, safety and quality control, schedule and phasing, relevant experience, and past performance evaluated more heavily than price. The project has a 45-day period of performance, requires compliance with Davis-Bacon wage requirements, OSHA and EPA requirements, Build America, Buy America requirements, and FEMA facility-access and security procedures. The contract price cap is approximately $378,000, and performance must be demonstrated within a 150-mile radius of the facility.
