Description

The National Oceanic and Atmospheric Administration's Southeast Fisheries Science Center is seeking a contractor to perform a comprehensive arc flash hazard analysis and engineering assessment for electrical distribution systems at its Galveston campus. The scope includes inspection of electrical panels and related systems, evaluation of arc flash hazards, verification of protective-device coordination, field verification of conditions, compliant arc-flash warning labels, and certification of the completed analysis. The requirement covers 89 panels, four generators, multiple incoming-power switches, two distribution switches, and three utility ties; current electrical drawings and campus maps are not available for distribution. The contractor must provide all necessary equipment, labor, and materials and certify that the analysis complies with applicable engineering standards, that field verification was performed, that labels were installed, and that calculations were based on verified conditions. Reports must be reviewed and approved by a licensed Professional Engineer where required by state law. The Government intends to make a single, firm-fixed-price, low-priced technically acceptable award for the base period, with pricing submitted for the base period. A site visit is highly recommended but not required. Quotes must acknowledge Amendment 0002, which extends the submission deadline to September 14, 2026, at 5:00 p.m. EDT.
