Description
The Department of Veterans Affairs requires repair of the underside of the sixth-floor overhang soffit at the CARES Tower of the Cleveland VA Medical Center. The contractor must provide an approved access method, such as a movable lift or scaffolding, remove detached gypsum board, inspect and secure adjacent panels, install new 5/8-inch exterior gypsum board, finish joints and fastener locations, and apply two coats of exterior alkyd paint matching the existing finish. The site must be restored and kept secure, and work must not disrupt medical-center operations. The project requires a full-time, on-site superintendent, OSHA 30 certification for at least one on-site employee, OSHA 10 training for assigned workers, and a site-specific safety plan before the notice to proceed. A written one-year workmanship and materials warranty is required. Technical capability and past performance are more important than price in the comparative evaluation. The opportunity is restricted to certified service-disabled veteran-owned small businesses, and the completed limitations-on-subcontracting certification must accompany the quotation.
