Description
The contractor must provide all labor, tools, equipment, materials, transportation, documentation, quality control, and supervision to replace the POL Operations roof on Building 33. Work includes removing and legally disposing of approximately 1,600 square feet of existing roofing membrane, 1,200 square feet of insulation, and flashings; inspecting and preparing the structural roof deck; installing a self-adhered bituminous vapor retarder, staggered polyiso rigid and tapered insulation achieving minimum R-30, a high-density glass-mat gypsum cover board, and a fully adhered 90-mil white EPDM roofing system. Additional work includes installing aluminum flashings, edge metal, termination bars, and 400 square feet of walkway pads; re-flashing HVAC and exhaust-fan curbs and vent pipes; sealing penetrations; applying polyurethane sealants; conducting flood, infrared moisture, and uplift testing; and providing a 20-year no-dollar-limit manufacturer warranty and a 5-year contractor workmanship warranty. Closeout deliverables include interim DD Form 1354 and operations and maintenance data. The procurement is a single-award, firm-fixed-price contract, with award based on the lowest evaluated conforming initial quote without negotiations.
