Description
The City of Porterville is soliciting sealed bids for reroofing City Hall at 291 N. Main Street. The work includes complete roof tear-off and deck preparation; installation of minimum 2-inch rigid polyisocyanurate insulation; a Title 24-compliant white reinforced TPO membrane system with flashings and related hardware; heavy-duty TPO walkway pads; replacement of eight existing skylights; and daily cleanup and haul-away of construction debris. The base bid requires a minimum 60-mil TPO membrane with a 20-year minimum warranty, and an additive alternate is provided for an 80-mil membrane with a 30-year minimum warranty. Bidders must hold a current California Class C-39 roofing contractor license, be registered with the California Department of Industrial Relations for public works, comply with prevailing-wage and apprenticeship requirements, and self-perform at least 50% of the contract price except for designated specialty items. A 10% bid security is required with the proposal. The successful bidder must provide 100% performance and labor-and-materials bonds, insurance, and required licenses after award. The project must be completed within 15 working days after the effective date of the Notice to Proceed, with liquidated damages of $500 per calendar day for late completion.
