Description
The Northeast Ohio Regional Sewer District seeks a qualified firm or team to support the Stormwater Fee Toolset (SWFT), an ASP.NET/C# application that manages stormwater customer fee information and interfaces with Oracle databases, enterprise GIS, ArcGIS Online, Salesforce, and billing systems. The District is not seeking proposals to replace the existing SWFT system. The scope includes SWFT administration and troubleshooting; bug fixes, enhancements, database schema and bulk-data support; billing-system interface support; user support; documentation; user acceptance testing; GitHub workflow and code knowledge transfer; virtual or on-site training; project management; and related stormwater billing, financial, legal, and policy advisory services. Proposals must include an executive summary, technical approach and methodology, deliverables plan, detailed itemized pricing, three similar business references, team staffing, company overview, cancellation policy, and a signed ethics statement and acknowledgment. The contract is a fixed-price, not-to-exceed three-year software maintenance and support agreement, or until funds are exhausted.
