The County of Orange Health Care Agency (HCA) is soliciting applications from qualified organizations to provide Conditional Release Program (CONREP) Supplemental Rate Housing Services. The primary objective of this program is to offer housing solutions for individuals within the justice-involved Conditional Release Program population. Services will be provided to adults aged 18 and older who are ordered by the Superior Court or Board of Parole Hearings to CONREP. These individuals are under the jurisdiction of the HCA's Behavioral Health Services (BHS) and the Department of State Hospitals (DSH). The County will refer all clients. Applicants must not discriminate based on a client's primary language or prescribed medication regimen. Services include developing a facility program plan, implementing individual service plans developed in conjunction with the HCA's care coordinator and the client, and providing safe sleeping quarters and lounge areas. The facility must meet the specialized needs of mentally disordered adults, which may include arranging transportation for mental health needs, encouraging client responsibility for treatment, promoting the use of public transportation and constructive leisure activities, assisting with social skills development, participating in meetings with HCA staff, assisting with budgeting and meal preparation skills, and supporting self-medication. Close supervision and intensive interaction will be provided for clients requiring management of behavioral problems, consistent with their service plans and court orders. Facility staff will report curfew violations and behavioral issues indicative of decompensation or rule violations to CONREP.
