Description

The Albuquerque Bernalillo County Water Utility Authority is soliciting proposals from medical carriers or vendors to provide a bundled medical and prescription drug plan, including administrative services only (ASO) claims administration, provider network access, utilization and case management, disease management, wellness services, HIPAA administration, communications materials, and bundled stop-loss insurance. Proposals must support self-funded arrangements offered either through a sole-carrier or slice-carrier structure, provide access to Lovelace and Presbyterian networks, include performance guarantees, and allow the Water Authority to carve out stop-loss coverage if desired. Stand-alone wellness proposals will not be considered. The Water Authority has approximately 1,000 eligible employees and requires an established medical provider network in the Bernalillo area. Offerors must provide a dedicated account team, geo-access reporting, plan-design and cost information, and the requested claims, network, provider-disruption, and questionnaire exhibits. Proposal Response File 1 must include the completed Deviations and RFP Questionnaires exhibits in their original Word or Excel formats. Complete Cost Response File 2 must include the A1-A8 cost exhibits, D1-D4 network discount data exhibits, claims and enrollment data, and provider disruption analysis, also in Word or Excel format. The resulting agreement is intended to continue for up to ten years, with coverage and services scheduled to become effective July 1, 2027.
