Description
The Air Force Research Laboratory's Space Vehicles Directorate is seeking white papers under a two-step research announcement for a comprehensive Secure-by-Design Space Vehicle system. The effort addresses cyber threats to critical space missions, including positioning, navigation, and timing; missile warning and tracking; intelligence, surveillance, and reconnaissance; and satellite communications. The selected contractor will design and construct a space vehicle flat-sat and cyber range, integrate and test the system, develop cyber-attack scenarios and defensive effectiveness assessments, create concepts of operations and courses of action for cyber detection, protection, and recovery, develop a user interface, conduct ground demonstrations, and support on-orbit experimentation and live demonstration. Deliverables include design and integration, testing and evaluation, CONOPS/COAs, ground demonstration, and final scientific and technical reports. The anticipated structure is a 12-month base period, three 12-month option periods, and three additional months for final reporting. The government and MIT Lincoln Laboratory will provide Cyber-Hardened Satellite Software interfaces and drivers; MIT Lincoln Laboratory will perform the cyber-hardening. Work is anticipated to range from unclassified controlled information to Secret, with U.S. citizenship and applicable security eligibility required.
