Description
The Air Force Research Laboratory's Space Vehicles Directorate is soliciting white papers under a two-step research announcement for a comprehensive Secure-by-Design Space Vehicle system. The effort addresses cyber threats to critical space missions, including positioning, navigation, and timing; missile warning and tracking; intelligence, surveillance, and reconnaissance; and satellite communications. The selected contractor will design and construct a space vehicle flat-sat and cyber range; integrate and test the system and cyber-hardened flight software; develop cyber-attack scenarios and defensive-effectiveness assessments; create concepts of operations and courses of action for cyber detection, protection, and recovery; develop a user interface; conduct ground demonstrations; and support on-orbit experimentation and live demonstration. Deliverables include design and integration, testing and evaluation, CONOPS/COAs, ground-demonstration completion, and final scientific and technical reports. The first step requires a white paper and rough-order-of-magnitude cost estimate; selected offerors will receive a separate request for proposals for the second step. The anticipated funding for the call is $14 million total, not per contract or award, and multiple contracts may be awarded. Work may range from unclassified information through Secret, with U.S. citizenship and applicable security eligibility required.
