Description
The Mid-Region Council of Governments is soliciting proposals from nonprofits, individuals, and firms for professional programs and services supporting six separately evaluated and potentially separately awarded youth-development elements. The requested services include school-based programs fostering friendships between students with and without intellectual and developmental disabilities; summer and out-of-school-time programming for K–12 Title I students; tuition-free summer education and enrichment for underserved communities; services for incarcerated or previously incarcerated youth; and a residential and educational opportunity program for underserved New Mexico students focused on graduation, college attendance, cultural background, and paid community-development internships. Offerors must submit a narrative addressing the applicable key element, including the proposed program and services, experience and qualifications, project-team resources, organizational references, and financial stability. Required supporting materials include resumes, references, audited financial statements or alternative financial-stability documentation, certifications, the Proposal Form, the Pre-Award Form, and other specified appendices. The contracts are cost-reimbursement agreements funded through the New Mexico GRO Fund, with possible extensions up to a total term of four years. The solicitation identifies appropriations of $150,000 or $180,000 for individual program elements, but the final contract amount will be negotiated for each award.
