Description
The Municipality of Anchorage is soliciting hydrostatic testing services for 13 12-inch petroleum lines at the Don Young Port of Alaska: six PCT lines, four POL No. 2 lines, and three inter-user transfer lines. The contractor must provide all labor, equipment, and materials; test each line to 1.5 times its maximum allowable working pressure for four hours; perform staged pressure increases and leak inspections; remove test fluid; restore disturbed piping and related components; and maintain and submit test records. The contractor must have at least two years of petroleum-line hydrostatic-testing experience and perform the work in accordance with 33 CFR 156.170. The scope also requires a test plan, project schedule, rolling three-week forecast schedules, qualifications, authorized representatives, a 24-hour safety contact, and subcontractor information if applicable. Work will occur in restricted port areas and requires compliance with port security procedures, including TWIC and security-awareness requirements. Attendance at the mandatory site visit is required for bid eligibility.
