Description
The City of Thornton is soliciting proposals from one or more service providers to sample, remove, haul, and dispose of sludge generated by the potable-water treatment process at the Wes Brown Water Treatment Plant. The work will cover three sludge ponds and will be authorized through annual, as-needed task assignments; Thornton does not guarantee a minimum quantity of services and may award agreements to multiple providers. Proposers must provide pricing for sludge removal and disposal by composting, land application, and landfilling, along with laboratory sampling, proposed removal methods, regulatory compliance, and a schedule for removing sludge from all three ponds during the 2027 season. The proposal must include qualifications, similar-project references, key personnel and subcontractor information, a project-manager resume, Colorado governmental-agency experience, financial-capacity documentation, claims and litigation information, and the required acceptance and reference forms. The agreement is open-ended and terminates December 31, 2031; bonds are required for task assignments exceeding $50,000, and insurance coverage is required.
