Description
The City seeks qualified, licensed firms to provide on-call environmental review services for projects funded through CDBG, HOME, HUD, other federal programs, or Arizona state funding. Work includes preparing HUD Environmental Review Records under 24 CFR Part 58 and providing environmental assessments and testing as needed. Multiple firms may be selected for on-call work across projects. Requested services may include CENST reviews, tiered site-specific reviews for the Home Repair Program, CEST reviews, and broad-level reviews for that program. Related review factors include flood hazards, airport hazards, historic preservation, contamination and toxic substances, endangered species, explosive and flammable hazards, floodplain management, wetlands, environmental justice, air quality, noise, sole-source aquifers, and public-notification assistance. Vendors must hold certificates of completion for HUD's WISER training. The SOQ must include a project approach, schedule, key personnel information, resumes and applicable licenses or certifications, and past-performance evaluations for three similar projects. A separate fee proposal is requested, with hourly personnel rates and applicable fees.
