Description
The City of Morro Bay is seeking a qualified consulting firm to prepare and obtain certification for its 7th Cycle Housing Element Update covering the 2029–2036 planning period. The scope includes project management; coordination with the California Department of Housing and Community Development; community engagement; housing needs, affirmatively furthering fair housing, sites inventory, RHNA capacity, constraints, and existing-program analyses; preparation of housing goals, policies, programs, maps, and supporting documents; and assistance through Planning Commission and City Council adoption. The consultant must also determine and prepare the appropriate California Environmental Quality Act documentation, support environmental noticing and responses to comments, and revise materials through at least two anticipated HCD review cycles. Proposals must address qualifications, similar municipal work, at least three municipal references, work-product examples, a detailed fee schedule and timeline, exceptions to the City's agreement, and whether selected tasks could be performed by City staff. The City requests three hard copies and one electronic PDF copy, with submission by mail and email.
