Description
The Port of Houston Authority seeks a qualified environmental consulting firm to provide technical expertise and field assistance to its Environmental Affairs Department on an as-needed, task-order basis. Services include environmental planning and permitting; wastewater, drinking water, stormwater, spill prevention, and air-quality compliance; Phase I and II site assessments; soil, water, sediment, and groundwater sampling; waste management; environmental audits, inspections, and project support; mitigation planning; GIS and environmental mapping; construction-phase compliance; and asbestos, mold, lead-based paint, and industrial hygiene management. The scope also includes regulatory advice, preparation and review of agency documents, grant-funding assistance, and environmental management system support. The proposal must include a technical approach and performance and communication plans, team organization and qualifications, key personnel resumes, applicable professional licenses or registrations, and other specified proposal information. Respondents must complete the provided response and pricing forms and Workday questionnaires and worksheets. The contract has an initial two-year term beginning upon issuance of a purchase order. The stated 10% SBE participation is a target/goal, not a mandatory minimum; SBE participation is also an evaluation factor.
