Description
The Rhode Island Department of Environmental Management, in coordination with the Rhode Island Office of Energy Resources, seeks qualified mechanical and electrical contractors for a complete HVAC electrification project at the Narragansett Bay National Estuarine Research Reserve Field Station. The work includes demolition of existing fossil-fuel-fired heating equipment and condensing units; installation of either the Base Bid ducted variable refrigerant flow air-source heat pump system with dedicated energy recovery ventilation or the required deduct Alternate 1 ductless heat pump system; and all associated refrigerant piping, controls, condensate drainage, ductwork or ductless distribution, commissioning, training, and closeout documentation. Both pricing options must include a complete electrical service and distribution upgrade, utility coordination, temporary power as needed, permits, testing, and commissioning. The project requires compliance with Rhode Island licensing requirements, EPA Section 608 refrigerant requirements, Build America, Buy America requirements, and coastal-site conditions. The field station will remain occupied and is accessible only by ferry or privately arranged barge, so the contractor must provide transportation, phasing, disposal, and logistics for the remote island site. The estimated total is $270,000, and the contract requires a five percent bid surety bond plus payment and performance bonds equal to 100 percent of the awarded contract amount.
