Description
The General Services Administration's Payment Solutions Service Center is conducting market research for the next iteration of the GSA SmartPay program. The planned master contract would provide worldwide commercial charge card and payment solutions across purchase, travel, and fleet business lines for eligible federal agencies, organizations, and certain tribal organizations. Requirements include physical and virtual payment solutions, account issuance and management, electronic access and reporting systems, transaction controls, data integration, customer support, training, refunds, and related payment services. The draft requirements emphasize commercial innovation, secure systems, fraud and improper-payment prevention, data protection, PCI DSS compliance, FedRAMP or equivalent cloud security requirements, CUI and PII safeguards, background investigations, continuous monitoring, and government-wide program support. Respondents are invited to provide feedback on the draft pricing and Performance Work Statement using the provided Excel feedback template; this is an RFI for market research only and is not a solicitation or an offer opportunity.
