Gwinnett County seeks a qualified consultant for the planning portion of an SS4A supplemental planning and demonstration project for its Department of Transportation. The scope includes obtaining and analyzing transportation-movement data; identifying locations for safety treatments; conducting NEPA evaluations; collecting pre-installation data; identifying countermeasures; developing concept plans and quick-build materials lists; drafting installation requirements; performing installation quality control; collecting follow-up safety, material-life, maintenance-cost, and public-feedback data; and integrating findings into a final report. Materials and installation will be procured under a separate contract, although anticipated materials costs for Tasks 1–3 must be included in the cost proposal where applicable. The consultant must provide project management, communication and contingency planning, status updates, required federal grant compliance, and final deliverables. The fixed available budget is $1,200,000. The proposal fee schedule provided by Gwinnett County must be used, and the full proposed team must be identified in the initial proposal. The proposal deadline has been extended to September 28, 2026, at 2:50 PM local time.
